Heat oven to 350. Mix pretzels, 1/2 cup sugar, and butter. Press firmly into bottom of 9x13 pan. Bake 10 minutes. cool. Beat cream cheese, remaining 1/4 cup sugar, and milk. Gently stir in whipped topping. Spread over crust. Refrigerate until ready to use. Stir boiling water in to gelatin in large bowl until dissolved. Stir in cold water. Refrigerate for 1 1/2 hours or until thickened. Stir in strawberries. Spoon over cream cheese layer. Refrigerate for 3 hours, or until firm.
